How to authorise your adviser in Bizkaia (Diputación Foral) - step-by-step guide 2026

If you pay your taxes to the Diputación Foral of Bizkaia and you want us to file returns on your behalf (an amended return, for instance), you need to authorise us through the eBizkaia Register of Powers of Attorney.

It is an online procedure that takes 5 minutes.


What is a power of attorney?

A power of attorney is an official authorisation you give to a third party (your adviser) so that they can carry out tax procedures on your behalf before the Diputación Foral of Bizkaia.

Advantages:

  • You do not have to share your login credentials
  • It is secure and official
  • You can revoke it at any time
  • It lasts for a maximum of 5 years

Before you start you need

  • BakQ, Cl@ve or a digital certificate / electronic ID card
  • Your adviser’s details (we send them to you through whichever channel we already use with you)
  • 5 minutes

No digital ID? In Bizkaia you can use BakQ (the Diputación Foral’s identification system) or Cl@ve. You can also do it in person by booking an appointment.

Step 1: open the Register of Powers of Attorney

  1. Go to the eBizkaia powers of attorney page:

    https://www.ebizkaia.eus/es/registro-apoderamientos

  2. Click on “Mis Gestiones” (my procedures) or go straight to the Registro de Apoderamientos


Step 2: identify yourself

Choose your identification method:

Step 3: choose the right option

Once inside the Register of Powers of Attorney:

  1. Click on “Me representan” (they represent me — you are the one granting the power)
  2. Select “Otorgamiento voluntario” (voluntary grant) or “Alta de apoderamiento” (register a power of attorney)

Step 4: fill in the form

Complete the following fields:

Scope of the power of attorney

First choose the type of scope:

  • “Permitir realizar CUALQUIER actuación administrativa” (allow ANY administrative action) → recommended. It covers every procedure before the Diputación Foral of Bizkaia.
  • “Permitir realizar DETERMINADAS actuaciones” (allow SPECIFIC actions) → only if you want to limit it to particular procedures.

Debt management

You will see the option: “Permitir gestión de deudas del departamento de Hacienda y Finanzas: aplazamientos, compensaciones y dación en pago.” — allow the tax and finance department’s debt management: deferrals, offsets and payment in kind.

  • Tick Yes if you want your adviser to be able to arrange deferrals or offsets on your behalf.
  • Tick No if you would rather handle that yourself.

Departments

Select which departments of the Diputación Foral you are authorising:

  • “Todos los departamentos de la DFB” (all departments) → recommended. It is the simplest option and covers any procedure.
  • “Seleccionar Departamentos” (select departments) → if you prefer to limit access, make sure you at least tick Hacienda y Finanzas, which is mandatory in order to file returns.

Notifications

Tick the box “Permite recibir notificaciones de oficio” (allow receiving official notifications) if you want your adviser to receive the Diputación’s notifications on your behalf. It is advisable, so that no deadline slips by.


Step 5: sign and submit

  1. Check that the details are correct
  2. Tick the consent / data protection box
  3. Click on “Firmar y Enviar” (sign and submit)
  4. Save the receipt that appears on screen

Step 6: acceptance by the attorney

If you ticked the option to receive notifications, the attorney (that is, us) has to accept expressly. We will confirm once we have accepted.

For everything else, the power of attorney becomes active automatically.


How to revoke the power of attorney

If at any point you want to cancel the authorisation:

  1. Go to ebizkaia.eus/es/registro-apoderamientos
  2. Identify yourself
  3. Go to “Me representan”
  4. Find the active power of attorney
  5. Click on “Revocar” (revoke)

If you would rather do it in person

You can grant the power of attorney face to face:

  1. Book an appointment at web.bizkaia.eus/es/cita-previa
  2. Go to the office with your ID document
  3. Say that you want to grant a power of attorney to your adviser (we send you the details through our usual channel)

Common problems

I have neither BakQ nor Cl@ve

You can get them:

I get an error when identifying myself

  • Check that the expiry date of your ID document is correct
  • If you are using a certificate, make sure it has not expired
  • Try a different browser (Chrome or Edge work better)

How long does it take to become active?

The power of attorney is practically immediate. Once signed, we can act on your behalf.


Frequently asked questions

Is granting a power of attorney safe?

Yes. The power of attorney only allows tax procedures to be carried out on your behalf. It gives no access to your bank account or to any other personal data. You can revoke it whenever you want.

How long does the power of attorney last?

Five years at most. You can set an earlier end date if you prefer.

Do I have to renew it every year?

No, while it is in force there is nothing else you need to do.

Is this different from the AEAT power of attorney?

Yes. If you pay your taxes in Bizkaia, your returns go to the Diputación Foral, not to the national tax agency. That is why the power of attorney is granted on eBizkaia and not at the AEAT.
